About the service
AI Gov Library is operated by LIU DONGBAO, an individual operating from China. It is an independent AI governance resource index and digital resource website at aigovlibrary.com. We index publicly available resources and link to their original publishers. The public index and core website content are free to use. We may also offer our own digital products, templates and research materials separately in the future. Paid products are not yet available on this website. The purchase terms below apply when they are offered. See Access and pricing.
Acceptance of terms
These terms govern your use of this website and any digital purchase from AI Gov Library. By using the website, you agree to these terms. If you do not agree, stop using it. If you act on behalf of an organization, you must have authority to do so. Our Privacy Policy explains how we handle information; optional analytics requires your separate choice.
Eligibility
Users must be at least 18 years old to use this website or purchase a digital product.
Digital products
Our own digital products will be delivered electronically as one-time purchases. Before purchase, the product page and checkout will show the price, currency, one-time billing model, included content and delivery method. No physical goods are shipped.
Payment
We plan to use Waffo Pancake as the payment provider or Merchant of Record for future digital purchases. Each purchase is a separate one-time transaction. By confirming a purchase at checkout, you authorize payment of the total amount shown there. Payment methods and applicable taxes are displayed at checkout before you confirm payment. AI Gov Library does not directly receive or store full card numbers or CVV codes.
Delivery
After payment is completed, the purchased content is delivered through a web page, download link or another digital method stated with the product. If delivery fails, email contact@aigovlibrary.com with your order reference and a description of the issue. Do not send card details.
Refunds
If a product is not delivered, you are charged twice, or a clear technical problem prevents you from accessing or using the purchased content as described, email contact@aigovlibrary.com. We will review the issue and arrange delivery, a correction or a refund as appropriate, with the payment provider where needed. We do not offer unconditional refunds. Applicable mandatory refund and consumer protection rules, including those of the Merchant of Record, take precedence over these terms.
Billing disputes
If you believe a charge is incorrect, please first email contact@aigovlibrary.com with the order reference and issue so we can investigate with the payment provider. Do not send card details. Contacting us does not restrict your right to contact your bank or exercise statutory rights.
Acceptable use
Do not use this website or its payment services for fraud, unlawful activity or abuse, or to infringe intellectual property or privacy rights. Do not attack the website or payment systems, bypass security protections or attempt to gain unauthorized access.
Termination and Enforcement
If you violate these terms, abuse the website, commit fraud, attack our systems or engage in illegal activity, AI Gov Library may take appropriate action. This may include a warning, restricting or suspending access, terminating access, removing related content you have submitted (if any), or taking further legal action when required by law or necessary. Any action will be proportionate to the actual risk and seriousness of the violation.
Intellectual property
We retain the relevant rights in our own pages, templates and original digital content. Any permitted use of a purchased product will be described with that product. Third-party resources remain owned by their original publishers or rights holders. AI Gov Library does not claim copyright in those resources. Follow the original publisher's terms when using them.
Information and external links
AI governance resources are for information and research. They are not legal, regulatory, financial or other professional advice, and do not guarantee compliance. We aim to keep listings useful, but cannot guarantee that all information is complete or current. External links are maintained by third parties, who control their content, access and availability. This does not limit any rights that cannot be excluded under applicable law.

Availability and liability
The free resource index is provided as available, without a guarantee of uninterrupted access. To the extent permitted by applicable law, we are not liable for indirect or consequential losses arising from use of the index or third-party resources. Nothing in these terms excludes liability or consumer rights that cannot legally be excluded, or removes the delivery and refund obligations for a digital purchase.
Changes to these terms
We will publish changes on this page and update the Last updated date. Additional notice will be provided when required by applicable law. If a provision is unenforceable, the remaining provisions continue to apply to the extent permitted by law.
